Toluca is for which markets? I mean in your opinion or vision.
According to the Stellantis media website, Toluca is under the North American manufacturing hierarchy. This made sense when The lines in Toluca were mostly providing vehicles for North America. Today it would make more sense for Toluca to be under the guidance of the Latin American leadership and build most of its vehicles for that region. Such a move doesn't rule out producing some vehicles for North America, such as the Compass.

Stellantis in their corporate hierarchy has "Region Chief Operating Officers". There are 8 of them, but Europe also has a deputy assigned to the region. The North America region COO is Mark Stewart. The South American Region COO is Antonio Filosa. Strictly speaking, geography says that Mexico is in North America. That said, many products from Brazil are sold in Mexico. Mexico also gets the Alfa Romeo Giulietta, the TOFAS built Dodge Neon (Tipo) and a small badge engineered Hyundai called the Dodge attitude.
 
Mexico is North America.... Brazil is farther than one appreciates. Taking advantage of free trade agreements doesn't justify a leadership change.
 
Building the products the products Mexicans want in Mexico makes sense. These vehicles are designed in Brazil and the manufacturing processes are developed in Brazil, but these vehicles are also offered throughout Central and South America.

Maybe Fiat as a brand wouldn't go through the embarrassment of selling a competitor's product in Mexico if it could build one of their own products in Mexico.

If management is going to keep the Toluca facility in the North American orbit, then they should use some of that capacity to build a vehicle for the Chrysler brand.
