They are forced to buy the CARB compliant vehicles, they simply do not get other models and the state can refuse to register non-compliant vehicles for use on public roads.

Many power steering architectures now involve electric assist, which can be configured. I'm all for having a power steering delete option, but give people options. They're the ones buying it, it is their car. They should be able to get whatever they want on it (within reason).
