Saltillo (the city) is shut down.

The winter storm which is paralyzing Texas didn't stop at the border. Saltillo, MX also has to deal with snow storms and cold temperatures. One of the Mexican news broadcasts said that the power companies have asked industries in the region to shut down to conserve energy. So I am guessing FCA operations in this region are also halted. Electricity for the region is generated by natural gas. Mexico is dependent on the United States for 85% of its natural gas and so this neighboring country has been basically cut off during this severe weather event.

I moved around a lot as a child, because after my father got out of the army, he worked for a major contractor working under military and aerospace contracts. For a while we lived in Oklahoma and for the most part winters there were very mild. The people along the southern Great Plains had an expression to warn against being complacent about winter weather. He wasn't lying. I've been in OK doing Army stuff when similar but not quite as serious storms hit. Literally was blown out of the field by high winds and ridiculous wind chills one time, and was there in 2000 when OKC got 13 inches and were a mess for 2 weeks. Needless to say, I went to DFW the next two weekends.
